Dear California State Police,

I am a resident of Modesto and request your assistance and wish to inform you of a problem I have with the NSA, and military in Modesto. I think this problem impacts all people in California, and it involves them doing illegal surveillance from globally installed satellites and radar systems, and using these same systems to direct energy at people and objects for purpose of assassination, torture, and other covert abuses. They have an interstate system set up that allows them to see people as they travel across state lines, imaging their bodies and neurons even under cover of a building or car. They can direct energy into your body to manipulate (called EEG heterodyning) brain waves, heart, and organ function, simulating massage, heating a person, cutting them, and blasting noise and radiation into their body.

How do I know about this? I was a target of military mind control up in Oregon, and as I traveled to California, the system continued to work.

As I sit here in my house with my family, they repeatedly rape and damage my brain on purpose.

My doctors have diagnosed me with CTE/chronic traumatic encephalopathy from the injures. My psychologist has me diagnosed with PTSD from the trauma/torture, with no psychosis or delusion, as a victim of whistleblower retaliation. I am hooked up with employees of the CIA/DOD/US DOJ and US Investigative Services who back me up and have disclosed details about this weapon/surveillance platform. Dr. Robert Duncan can be heard in audio/video on my website discussing this weapon, and he says they are using it to torture me. Amanda is a US Investigative Services employee who backs it up (she believes they did psych/weapons experimentation on me).

The military targeted me for catching the US Department of Justice using this illegal surveillance technology on me in May 2008, during a major US DOJ CRIPA investigation in the State of Oregon. I actually had caught staffers on security equipment with video and audio discussing the states lack of liability insurance for a reason to cover up my targeting and abuse, and they said they had technology outside of the building that could be used to target me. In August of 2008 is when they targeted me with the weapon, flooding my body with radiation, causing me to convulse and go into shock, and I nearly died. They continued to blast my body with radiation and tried to murder me - 6 years later numerous abuses have occurred and I left Oregon after being framed by the state, and them doing everything in their power to cover this up. The abuse followed me down to California and I have been getting severely hurt here in California as I tried to get help, get medical care, go to attorney's, etc.

I cannot stop the government from torturing or targeting me with this weapon. Only the state of California can and they must conduct a full wide scale criminal investigation.

Previous head of FBI Los Angeles Ted Gunderson also confirms that these types of abuses are real in this affidavit he wrote in 2011 before his death from cancer.
